Preheat oven to 400 degrees F. Arrange salmon on a baking sheet and sprinkle salmon with ¼ teaspoon salt and black pepper, to taste. Bake for 12 minutes or until desired doneness is reached.
Meanwhile, mix together the yogurt, mustard, garlic, dill, lemon zest, lemon juice, milk, sugar, and remaining ¼ teaspoon salt.
